The main purpose behind putting all of wind, wave and tide utilizations together in one power station is to maximize the power return and enhance station whole purposes usage against construction cost thus achieve the best possible economic value for the project.

Water is nowhere near as fast as wind, but water holds much more energy than wind, so there is some possibilities with water power, maby if gearing is used it can increase the speed of the generator.
