probably medieval holland. they built windmills to drive pumps to drain and maintain water levels; as much of holland has a high water table.

To what extent?
Wind power has been used for centuries to pump water for purposes of irrigation.
In Europe you see windmills in the ‘Low’ countries; particularly Nederlands and Belgique. But probably wind power was used in Africa and Asia before introduced to Europe.
Sailing ships use(d) wind power, as well.
Not a late 20th or early 21st Century concept.
